WHAT DOES THE ASSOCIATION

REPRESENTATIVE DO?

During your term of office as an Association Representative, you will be expected to assume a number of different roles.  Some will be continuous, beginning with the first day of school and ending on the last.  Other roles you will assume periodically, on a “once and done” basis.  Below you will find a list of some of these roles which Association Representatives should assume.  It should be understood that this list is by no means all-inclusive.  Local (building) conditions and the general make-up of the faculty you represent will largely determine the various roles you play as an Association Representative.

1. CONTRACT ENFORCER

One of the most important duties of an Association Representative is the education of the members in their rights and responsibilities under the negotiated contract.  The Association Representative must have a good working knowledge of the negotiated contract.  You must know when a teacher complaint can be rectified through the grievance procedure. Teacher complaints overheard in faculty rooms many times result in grievances.  It is the Association Representative’s responsibility to recognize a grievance and begin working to resolve the issue.

2. ORGANIZER

The most obvious duty of the Association Representative is to solicit and collect memberships within the school building.  This responsibility may be viewed as one of the “organizational duties” of the Association Representative.  You will assume the role of organizer in other ways also.  The Association Representative organizes when he/she plans, calls, and conducts meetings of the members for whom he/she is responsible.

3. COMMUNICATOR

No local Association can function successfully without a highly sophisticated method of communication.  The local Association leadership must know what is happening, what is being talked about, and what is being done in the membership ranks.  The membership on the other hand must always be aware of what the local Association is doing, what issues are “hot”, and what services are available to them from their local, state, and national associations.  The Association Representative is the key to TAAAC’s internal communication system. It is through him/her that the individual member is made aware of information disseminated by TAAAC, MSEA, and NEA.  Conversely, it is through the Association Representative that the local Association leadership is made aware of the needs of the individual members.

4. ADVOCATE

It is the duty of all Association Representatives to support and defend the rights of the members that he or she represents.  In some situations, the Association Representative merely has to forward the member’s request for help into the proper Association channel.  In all cases, you should avoid making personal judgements as to the “rightness” or wrongness” of the teacher’s position.  It is better to fight and lose a case in defense of teacher rights than never to fight at all.                                                                   

WHAT MAKES AN EFFECTIVE

ASSOCIATION REPRESENTATIVE?

1. An effective Association Representative has broad knowledge of programs and services of local, state, and national associations.

A. Gets and uses up-to-date information.

B. Knows how to obtain assistance and information from the

Association.

2. An effective Association Representative is dedicated.

A. Cares about the working conditions of teachers.

B. Is willing to give the time needed to do the job.

C. Does more than just “sign’em up.”  An effective Association     Representative stays constantly involved with teachers in the school.

D. Is available to help with problems and listen to concerns.

E. Is willing to put up with flack.

3. An effective Association Representative believes in the Association.

A. Feels the organization is effective.

B. Is enthusiastic.

C. Is an advocate for the Association.

4. An effective Association Representative maintains good rapport with the faculty.

A.Is objective.

B.Treats members importantly.

C.Is able to deal with the school administration.

   

WHAT ARE THE SKILLS REQUIRED OF THE 

ASSOCIATION REPRESENTATIVE?

1. An effective Association Representative is a leader.

A. Knows how to motivate teachers to take part in the Association.

B. Knows how to run a meeting.

2. An effective Association Representative is a good communicator.

A. Solicits opinions from the faculty frequently.

B. Maintains one-on-one contact.

C. Speaks out at faculty meetings.

D. Uses the bulletin board.

E. Gathers and relays information.

3. An effective Association Representative is a good organizer.

A. Has a cadre of people to help.

B. Knows how to get teachers to attend meetings, rallies, etc.

C. Understands which people and what activities hinder the growth         of the organization.

4. An effective Association Representative is a decision-maker.

A. Knows when to file a grievance.

B. Is willing to take action when problems arise in the building.

5. An effective Association Representative is assertive.

A. Continues to work on non-members to join.

6. An effective Association Representative is a good manager of time.

A. Knows how to delegate responsibility.

B. Knows how to prioritize tasks.

7. An effective Association Representative knows how to handle conflict.

A. Understands the grievance procedure.

B. Know how to advocate for teacher rights.

 

WHAT IS THE FUNCTION OF THE

ASSOCIATION REPRESENTATIVE?

You are an Information Gatherer:

1. Attend meetings of the Representative Assembly.

2. Attend special Association Representative training sessions designed just for you.

3. Read TAAAC/MSEA/NEA publications.

4. Contact TAAAC staff if you have contractual questions.

5. Poll fellow members to determine their feeling on TAAAC and school matters.

You are an Information Giver:

1. Distribute TAAAC materials to all members.

2. Inform members of TAAAC actions.

3. Invite all new teachers and non-members to join TAAAC.  Tell them what TAAAC has to offer.

4. Contact the TAAAC office regarding any problems that come to your attention.

5. Know and share the TAAAC phone number.

6. Keep your Association Bulletin Board up to date.

7. Keep a copy of the Negotiated Master Agreement handy.

You are a Cheerleader:

1. Promote Association programs.

2. Encourage members to join a committee, run for office, serve as an Association Representative, become informed.

3. Support members who are having professional difficulties.

4. Challenge all members to become active in the Association.

PREPARING FOR EFFECTIVE REPRESENTATION

The key to being a successful Association Representative is PREPARATION.  How well you know your faculty, the structure and operation of the local Association, your basic responsibilities, and available resources are all important factors in determining your effectiveness.

Preparation alone will not guarantee success, but preparation coupled with a sincere belief in the value of professional organizations and the desire and determination to do your best will help you provide the leadership which is needed and expected from you.

A. KNOW WHOM YOU REPRESENT

An effective Association Representative must know the staff he or she represents.  The more you know about each individual faculty member, the more effective you can be in representing his or her need and interests and in providing those services which make membership in the Association worthwhile.

Consider establishing a file which will provide valuable information for yourself and the Association concerning the faculty of your school building.  This file will also be useful in succeeding years for future Association Representatives.

It is very important that, at a minimum, you maintain an accurate list of the members and non-members in your building.

B. KNOW YOUR ASSOCIATION

If you are to be effective in representing your faculty, you will need to know how your organization functions.  You will need to know the provisions of the contract, how decisions are made, how programs are planned and executed, and the role of the Association Representative in the structure and operation of TAAAC.

Association Representatives and members should be familiar with the TAAAC operation and have an understanding of how an individual member can have a voice in the determination of Association policy and programs.  Our success or failure is largely determined by the relationship between the individual member and the policy-making body.

In short, you can be more effective in your work by:

1. Becoming thoroughly familiar with TAAAC’s Bylaws and contract.

2. Attending monthly Council meetings and reporting to the members in your building.

3. Explaining to the members how their needs and interests can be served through the United Education Profession (TAAAC, MSEA, and NEA).

4. Keeping the leadership informed as to the needs, interests, and feelings of your members.

5. Keeping the professional organization before the members as their voice in affairs affecting the practice of the profession and conditions of their employment.

6.Letting the members of your faculty know that you and the Association are available to assist them.

7. Keeping the Bulletin board up-to-date.  At the beginning of the year, discard last year’s materials and start fresh.      

8. Reading the TAAAC Action Report carefully and pointing out important articles to your members.

9. Sending memos to your members highlighting Association activities and issues and asking for their input.

C. KNOW YOUR BASIC RESPONSIBILITIES

The Association Representative is the liaison between the general membership and the leadership of the Association.  In executing your responsibilities, you have the opportunity to exert tremendous influence on your colleagues and to organize their potential power.  Knowing your basic responsibilities and how to discharge them can make you, those you represent, and your Association a powerful voice in promoting educational and professional advancement.

Your basic responsibilities are:

1. To attend all Representative Assembly meetings in order to accurately and effectively represent the interests, needs, and desires of the members within the planning and policy-making body of the Association.  If the representative cannot attend an RA meeting, the alternate should be sent as the representative.

2. To keep members informed about the United Education Profession’s activities, services, and achievements, and developments.

3. To understand the educational, professional, and personal needs of teachers and how they can be served through the United Education Profession.

4. To enroll members in the United Education Profession.

5. To conduct appropriate elections in each building.

6. To encourage membership involvement and active participation in the Association through your enthusiasm and leadership.

7. To know the procedure for obtaining the necessary information and services to resolve individual problems.

8. To carry out the political activities of the Association in your building.

D. DEVELOP A PLAN OF ACTION

Preparing for effective representation includes the development of a plan of action.  Below are some of the things you should consider.

1. Inform your building principal that you are the Association Representative (face-to-face meeting if possible).

2. Obtain names and background material on new teachers.

3. Check on your membership and promotional materials.

4. Keep an up-to-date Bulletin Board.

5. Arrange to speak to the teachers at a faculty meeting early in the year.

6. Make personal contact with every non-member early in the year.

7. Check with all continuing members to see if they have changed name, address or phone.

8. Find some members who will assist you in talking to non-members during the membership campaign.

9. Make sure each member knows you and understands that you are the person to see concerning professional problems and Association affairs.  Staff members should know how and when to contact you.

10. Make the point that TAAAC is a democratic organization in which they have a voice, through you, to promote group action on issues and problems with which they are concerned.

11.Communicate on a face-to-face basis as often as possible.

REMEMBER:  The most important factor in your plan of action is YOU!
